Abstract.<\/strong> Across Europe and the wider OECD area there are growing signs of a  transformation of the \u2018traditional\u2019 model of a university, which focuses its efforts on teaching and research, towards an innovative and entrepreneurial higher education institution (HEI), which is designed to empower students and staff to demonstrate enterprise, innovation and creativity in teaching, research and third mission, directs its activities to enhance learning, knowledge production and exchange, in the dedication of creating public value via processes of open engagement (HEInnovate, 2014). The higher education system in Bulgaria is undergoing a significant change process. Access to higher education has been eased and has raised enrolment rates. At the same time, HEIs are confronted with multiple challenges: growing rates of graduate underand unemployment, attractive study options abroad, and largely underdeveloped links with businesses. These challenges are pressing HEIs to change. To facilitate this change process, the Ministry of Education and Science of Bulgaria approached the European Commission Directorate General for Education and Culture and the Organisation for Economic Co-operation and Development in January 2014 with a request to undertake an external review of the barriers, challenges and opportunities in the higher education system. This started a one year collaborative review process which included an in-depth peer-review of five case study universities in March and May 2014, an online survey of leaders and students in the period May to September, and a final workshop – involving all HEIs – to discuss the findings of the case study peer- reviews and the surveys, organised in Sofi a in the end of September 2014. This report summarises the key findings and recommendations resulting from this review process. It also presents international learning models, which provide exemplary illustrations of how to implement effective strategies and actions. <\/p>\n

Abstract.<\/strong> In Bulgaria there is a relatively well-developed legal framework regulating the organization and operation of institutions in the education system at different levels. There is specific legislation covering separate aspects, alternative forms and components of lifelong learning. Given the fact that there is no special law, many questions remain regarding the scope, organization and coordination of the different forms of lifelong learning (LLL) in Bulgaria. The question appears about how lifelong learning policies in the country correspond to those in the EU and to what extend there is established an institutional coordination for LLL. The common EU policy in the fi eld of lifelong learning and output benchmarks (observed indicators) is realized in the implementation of national policies, strategies and program documents. Synchronization of national laws is a fact, but differences remain between countries. Lifelong public policies in the EU are established on the basis of the common\/general conception for LLL and a number of strategic\/key documents detail the general approach towards different target groups.<\/p>\n

Abstract.<\/strong> This article is an initial survey of the basic features of citizenship education as it is presented in the assessment framework if the International Civic and Citizenship Education Study (ICCS 2016). ICCS 2016 is the second cycle of the survey, focused on the 14-years old students\u2019 knowledge, skills, values and attitudes related to citizenship education. On one hand, as part of the school curriculum they are assessed in order to measure students\u2019 progress and effectiveness of the citizenship education in schools. On the other hand, the purpose of the study is to investigate to what extend the understanding of the citizenship education in Bulgaria, the subject curriculum, teaching methods and teachers\u2019 qualification are relevant to the contemporary society. The ICCS framework is an international school curriculum on civic and citizenship education, adopted by wide international community. Therefore, it is an appropriate basis for further discussion about the features of the citizenship education in Bulgarian school; about the curriculum content, teaching methods, etc.<\/p>\n
